Malta is set to introduce a unified digital portal for planning, construction and occupational health and safety processes, following the signing of a Memorandum of Understanding between three key authorities.

The agreement, signed between the Planning Authority (PA), the Building and Construction Authority (BCA), and the Occupational Health and Safety Authority (OHSA), aims to improve accessibility, reduce bureaucracy and enhance the efficiency of public services.

Minister for Justice and the Reform of the Construction Sector Jonathan Attard said the agreement reflects a “clear government vision” centred on citizens, with a focus on consolidating systems and fostering cooperation between entities. He noted that the new portal is expected to simplify processes by reducing duplication and administrative delays, while offering greater certainty for both professionals and the public.

“This joint portal will be a significant step towards reducing bureaucracy and simplifying processes. Less duplication, less waste of time, and greater certainty for both citizens and professionals,” he said.

The platform will serve as a single, integrated system through which users can access and complete procedures related to planning permits, construction compliance and workplace safety requirements. It will also enable coordinated and secure data sharing between authorities, with implementation designed around user needs.

Minister for Gozo and Planning Clint Camilleri added that bringing the three authorities onto one system will result in clearer and more accessible information for applicants.

Through the portal, authorities will be able to both receive submissions and carry out implementation within a single system, further streamlining processes and reducing administrative burden.

The agreement was signed by Planning Authority CEO Johann Buttigieg, BCA CEO Roderick Bonnici and OHSA CEO Josianne Cutajar, in the presence of representatives from the respective entities and industry stakeholders.
