Malta’s ongoing construction sector reforms took centre stage at the first edition of SHARE Malta, an international architecture and engineering forum hosted on the island.

The event brought together professionals from across Europe to discuss best practices and future goals for the built environment.

Minister for Justice and the Reform of the Construction Sector, Jonathan Attard, addressed the forum, outlining the Government’s reform agenda aimed at improving safety, professionalism, and sustainability within the sector.

Key reforms highlighted by the minister included:

  • Mandatory licensing: Over 1,300 licences have been issued to contractors and builders, with more currently under review. The licensing regime includes independent monitoring and periodic renewals to uphold standards.
  • National building and construction code: The code, currently under development, will address structural safety, environmental impact, accessibility, energy efficiency, and site operations.
  • New property agency: A regulator focused on increasing transparency and professionalism among property intermediaries has been launched, with an emphasis on consumer protection and ethical business conduct.
  • Sustainable property acheme: The ‘Ixtri Proprjetà Sostenibbli’ initiative offers financial incentives for purchasing energy-efficient properties, supporting the government’s green transition.

Minister Attard acknowledged the contributions of several key figures, including Andre Pizzuto, President of the Chamber of Architects and Civil Engineers; Florin Mindirigiu, Founder of SHARE Architects; Stephen Sammut, Director at MCAST’s Institute of Engineering and Transport; and Jeanette Muñoz Abela, representing the Faculty for the Built Environment at the University of Malta.

In his remarks, Andre Pizzuto said hosting SHARE Malta was a milestone for the local sector, showcasing Malta’s capabilities and commitment to responsible development.

“This forum reflects the collective will to build a future that is more sustainable, responsible, and of high quality,” he stated, adding that SHARE Malta 2025 represents a springboard for further collaboration and reform.

SHARE Malta forms part of the broader SHARE Architects network of professional events, which aim to foster dialogue and innovation in architecture and engineering across Europe.
