Construction

The Technical Regulations Division within the Malta Competition and Consumer Affairs Authority (MCCAA) recently hosted a live online information session to discuss the key changes introduced under the revised Construction Products Regulation (CPR).

This updated EU framework aims to bolster the internal market’s efficiency by enabling the smoother movement of construction products while enhancing legal clarity, promoting sustainability, and encouraging digital transformation within the sector.

During the session, stakeholders received a comprehensive overview of the revised Regulation’s core principles, which reaffirm the importance of CE marking and the Declaration of Performance. These tools remain essential for ensuring transparency about product characteristics and performance, allowing stakeholders to make informed choices based on the product’s suitability for specific applications.

Among the most notable updates in the revised CPR are:

  • Enhanced CE marking: Now extended to include environmental performance alongside technical attributes, offering a more holistic view of a product’s impact.
  • Digital product passports: Introduced to streamline access to standardised product data and improve traceability throughout a product’s lifecycle.
  • Provisions for emerging technologies: The updated framework is designed to be “future-proof,” making room for innovations such as 3D printing and other technological advancements.
  • Revised harmonised standards: These updates ensure that construction products meet current performance and safety requirements.

In addition to explaining regulatory changes, the MCCAA also outlined its market surveillance efforts, which include on-site inspections and the verification of compliance documentation. Where non-compliance is identified, operators are expected to take swift corrective measures and must inform the Authority accordingly.
