Malta maritime flag

Malta has once again been highlighted as one of the world’s top-performing flag states in the 2025–2026 Flag State Performance Table published by the International Chamber of Shipping (ICS), the global trade association representing national shipowners’ associations and more than 80 per cent of the world merchant fleet.

The annual table is widely regarded within the maritime industry as an objective reference point for assessing how effectively flag administrations enforce international maritime safety, environmental protection, and seafarer welfare standards under the frameworks of the International Maritime Organization (IMO) and the International Labour Organization (ILO).

According to the report, Malta registers positive performance indicators across all the principal categories used by ICS to assess flag state quality.

These include:

  • Inclusion on the Paris MOU White List and Tokyo MOU White List
  • Not appearing on either the Paris or Tokyo Black Lists
  • Qualification under the US Coast Guard Qualship 21 programme
  • Absence from the USCG Target List (safety)
  • Ratification and implementation of all core international conventions, including SOLAS, MARPOL, Load Lines, STCW, ILO MLC, and CLC/Fund 92
  • Full compliance with Recognized Organization (RO) Code requirements
  • A low average fleet age compared to most flags assessed
  • Inclusion on the latest STCW White List
  • Completion of full ILO reporting obligations
  • Regular attendance at key IMO committee meetings
  • Positive status under the IMO Member State Audit Scheme

The ICS stresses that while the table is not a ranking, a concentration of positive indicators signals that a flag state demonstrates strong institutional substance and effective enforcement of international obligations.

For vessel owners and operators, the choice of flag is a strategic decision that affects compliance exposure, port state control treatment, financing conditions, chartering prospects, insurance perception, and long-term corporate structuring.

The report notes that ships flying flags not included on Port State Control white lists are statistically more likely to be inspected, detained, or targeted during port calls. Malta’s continued presence on both major PSC white lists, and its qualification for the USCG’s Qualship 21 programme, therefore carries practical operational advantages for shipowners.

Importantly, ICS also identifies that Malta has an ICS member national shipowners association, a marker that the flag is closely engaged with global shipping governance and industry dialogue.

The ICS Flag State Performance Table is updated annually using publicly available data from port state control authorities, UN maritime conventions, IMO and ILO reporting, and UNCTAD fleet statistics. It is designed to encourage shipowners to maintain dialogue with flag administrations and to select flags that demonstrate clear regulatory competence and transparency.
