The Planning Authority has published a Partial Review of the Strategic Plan for Environment and Development (SPED) 2015 concerning an area of land at Bulebel, Żejtun, following instructions received from Government.

The objective of this partial review is to exclude the identified land at Bulebel from the Industrial Development Zone and redesignate it as land Outside the Development Zone (ODZ), the authority said.

Cabinet recently took the decision for a tract of land near the Żejtun industrial estate to be removed from the development zone, after farmers, the NGO Wirt iż-Żejtun and the locality’s local council, had campaigned for the area, known as Wied iż-Żrinġ, to be preserved.

The Planning Authority said that the review is being undertaken in recognition of the area’s “high agricultural, ecological and cultural value.”

The proposed changes seek to ensure the long-term protection of the site, the authority said, adding that this would be done by removing it from the Industrial Development Zone “and safeguarding it from incompatible uses and other potential adverse impacts.”

As part of the review process, amendments are being proposed.

The Planning Authority encouraged all interested parties to review the proposals and submit their feedback during the consultation window. More details about the consultation may be viewed on www.pa.org.mt/consultation.

Submissions are to be made through the official online form available at publicconsultation.gov.mt and any clarifications are to be sent by email to: review_bulebel@pa.org.mt

Submissions must reach the Authority no later than 3rd July 2026, the authority said.
