The Malta Development Bank (MDB) has highlighted its ambition to play a more strategic role in supporting Malta’s green and digital transition, during a meeting of the Network of European Financial Institutions for Small and Medium-Sized Enterprises (NEFI).

The MDB, which provides financing for viable projects that have satisfactory revenue-generating potential, said that it also aired its ambition to make greater use of guarantees and risk-sharing with commercial banks, strengthen its role in EU-funded financial instruments, and support simpler and more proportionate EU financing rules.

Together with fellow members of the Network, the MDB signed a joint statement, reaffirming their commitment to stronger cooperation and a more effective role for national development institutions across Europe. The statement was signed during the NEFI High-Level Meeting held in Athens on the 1st and 2nd October 2026. MDB was represented by Chief Executive Officer Alison Micallef and Senior EU Affairs Officer Silvio Attard. The joint statement was signed on behalf of MDB by the CEO.

In the joint statement, members drew attention to the need for these institutions to be involved earlier when European Union funding programmes and financial tools are being designed. They also called for simpler and more proportionate rules, meaning that requirements should take account of the size, risk and nature of the institutions and financing involved, rather than applying the same level of complexity in every case.

During the meeting, participating development banks and institutions presented their priorities and goals for the next five years.

MDB also emphasised the importance of blended finance, where public funding is combined with private investment to reduce risk and encourage more private capital to support new or underserved areas.

The second day of the meeting focused on artificial intelligence and the use of data in financial decision-making. Discussions explored how AI can improve efficiency and access to finance, while ensuring proper safeguards for data quality, transparency, cybersecurity and fair access to financing.

Through NEFI, MDB can exchange experience with development institutions across Europe, contribute to discussions on European financing rules and programmes, and bring insights from other countries back to Malta.
