The Nationalist Party has pledged to link work and residence permits for third-country nationals to a quota system.
“In its first week in Government, a new PN administration will commission a labour market study to identify the skillsets of Maltese, European and third-country national workers and find out what the economy truly needs,” the PN manifesto reads.

“Within five months, the Government will publish a three-year plan which includes population predictions and clear quotas for work and residence permits to reflect the needs of every economic sector.
Other proposals include setting up a new population authority to conduct carrying capacity, labour market, and population forecasting studies.
Identità will specialise its services to distinguish between the different needs of EU citizens and those of third-country nationals. A magistrate will preside over the Immigration Appeals Board and every TCN will be obliged to sit for an online interview before applying for a work permit.
