MDIA to assess potential for new research and innovation network in Gozo

The Malta Digital Innovation Authority (MDIA) is looking to commission studies that could help lead to an active research and innovation network being established in Gozo.

The authority has published a call for quotations for the comprehensive study. Kenneth Brincat, the authority’s CEO, told this newsroom that the assignment would involve the design and execution of surveys, stakeholder engagement, data analysis and the preparation of an analytical report.

“The objective is to better understand the needs, interests and potential opportunities that exist among key stakeholders, including academia, industry, public entities, entrepreneurs and the wider innovation ecosystem in Gozo,” he said. The call forms part of the MDIA's efforts to support the Government's electoral commitment to further strengthen Gozo's role as a hub for digital innovation and research.

The research is intended to provide an evidence-based assessment of how a future research and innovation ecosystem in Gozo could be structured, the areas of specialisation that may be most relevant, and the level of demand and collaboration required to support its long-term sustainability, the MDIA CEO added.

“At this stage, the call is specifically aimed at gathering the necessary information and analysis to inform future policy and investment decisions.”

He said that no final model or structure has yet been determined, and that the study will help identify the most appropriate way forward based on stakeholders' needs and opportunities identified through the research.

The tender closes for applications on 5^th October.

This news follows calls to boost research and development in the country. The Malta Fiscal Advisory Council had said that stronger efforts are needed to boost research and development for instance, and a National Audit Office report has also flagged the failure of successive governments to adequately invest in research and development in Malta.

Data showed that €140.2 million was spent on research and development in Malta in 2024, an increase over the €121 million spent in 2023. It found that the business enterprise sector contributed 70.8 per cent to total R&D expenditure, whereas the higher education and Government sectors contributed 27.2 per cent and 2 per cent respectively.
