The Planning Authority has today announced the launch of the Irrestawra Darek grant scheme for Reġjun Nofsinhar, with a total allocation of €5 million dedicated to supporting the restoration, conservation, and upkeep of properties across the region.

The scheme is open to owners of private residences, NGOs, and businesses located within the eligible localities.

Applications for the scheme will be open from today (25th February 2026) and will remain available until 4th March 2026. In line with Reġjun Punent, applications will be assessed strictly in the order in which they are received.

Eligible applicants may benefit from the following maximum grant thresholds:

• Up to €15,000 for restoration works on all properties within UCA

• Up to €100,000 for Grade 1 scheduled buildings located within Urban Conservation Areas (UCAs).

• Up to €50,000 for Grade 2 scheduled buildings within UCAs.

Regjun Nofsinhar comprises the following localities: Ħal Qormi, Ħal Għaxaq, Iż-Żejtun, Santa Venera, Birżebbuġa, Marsascala, Marsaxlokk, Il-Gudja, Il-Ħamrun, Ħal Luqa, and Il-Marsa.

The Planning Authority has also announced an additional €2 million for the restoration of Scheduled Buildings (Grade 1 and Grade 2) located outside Urban Conservation Areas across all regions of Malta and Gozo. This funding stream targets architecturally and historically significant structures situated beyond designated UCAs – applications for this additional allocation will be opening on the 9th March 2026.

These initiatives form part of the Planning Authority’s aim to support property owners, safeguard the nation’s architectural heritage, and enhance the character of Malta’s built environment.

Phase 1: Expression of Interest

Residents of Reġjun Nofsinhar may submit their Expression of Interest as from today up until  the 4th March 2026.

Applications may be submitted online via the Planning Authority website or in person. During this phase, the Authority will verify eligibility and request site plans where necessary. Once the application period for Reġjun Nofsinhar closes, a new period, for a new region will be announced.

Phase 2: Full Application – Request for Funding


Applicants who pass Phase 1 will be invited to submit:

• Detailed site plans

• Photographs

• Method statements

• Bills of quantities and cost estimates

• Ownership/consent declarations (including multi-owner declarations)

Submissions will undergo technical assessment by the Heritage Planning Unit and evaluation  by the Development Fund Committee.

Monitoring, Payments, and Completion

Once approved, applicants must file a Commencement Notice at least five days before starting works and ensure all permits are in hand.

Payments are made directly to beneficiaries:

• Single full payment for buildings in UCA

• Up to three phased payments for scheduled buildings

Projects must be completed within 48 months from the date of the Letter of Conditional Approval.
